	The current beneficiary of said Deed of Trust is STONEFIELD, INC., a Nevada corporation and the record owners of the real property as of the recording of the Notice of Default are BAXTER LAND HOLDINGS, LLC.

TIME, PLACE AND LOCATION OF PUBLIC HEARING
 	The Issuer shall hold a public hearing on Wednesday, September 22, 2010, at the hour of 2:30 p.m.  The location of the public hearing is at the Frontline Headquarters Building, located at 669 West 200 South in Salt Lake City, Utah.  The purpose of the meeting is to receive input from the public with respect to (i) the issuance of the Bonds and (ii) any potential economic impact that the improvements, facility or property financed in whole or in part with the proceeds of the Bonds may have on the private sector.  All members of the public are invited to attend and participate.
 
PURPOSE FOR ISSUING BONDS
 	The Issuer intends to issue the Bonds for the purpose of financing a portion of the costs of (i) the design, acquisition and construction of capital improvements and related equipment, property and improvements for use in the Issuer's public transit system, including without limitation, commuter rail south (Salt Lake and Utah Counties) and light rail extensions in Salt Lake County and related improvements, (ii) funding any required deposit to a debt service reserve fund and (iii) paying costs of issuing the Bonds.

PARAMETERS OF THE BONDS
 	The Issuer intends to issue the Bonds in the principal amount of not to exceed Two Hundred Million Dollars ($200,000,000), to bear interest at a rate or rates (including variable rates) of not to exceed (A) if issued at a federally tax-exempt fixed rate, six percent (6%) per annum; (B) if issued at a federally tax-exempt variable rate, twelve percent (12%) per annum; (C) if issued at a federally taxable fixed rate, nine and one-half percent (9.5%); and (D) if issued at a federally taxable variable rate, twelve percent (12%), and, to mature in not more than thirty-one (31) years from their date or dates, and to be sold at a price of not less than ninety-eight percent (98%) of the total principal amount thereof, plus accrued interest to the date of delivery.
	The Bonds are to be issued pursuant to the Resolution and either the Amended and Restated General Indenture of Trust dated as of September 1, 2002, as heretofore amended and supplemented or the Subordinated General Indenture of Trust dated as of July 1, 2006, as heretofore amended and supplemented (each previously executed by the Issuer) and one or more Supplemental Indentures of Trust relating to the Bonds (collectively, the "Indenture") and one or more Final Bond Resolutions to be adopted by the Board authorizing and confirming the sale of the Bonds (said Bonds may be sold and issued in one or more series from time to time).
	The Bonds are to be issued and sold by the Issuer pursuant to the Resolution, including as part of said Resolution forms of the Indenture which were before the Board at the time of the adoption of the Resolution and said Indenture shall contain such terms and provisions as shall be approved by the Board at the time of adoption of a Final Bond Resolution.
	SALES TAXES AND REVENUES TO BE PLEDGED
As provided in the Indenture, the Bonds will be limited obligations of the Issuer payable from the sales taxes and revenues collected for the Issuer's public transit system.
	Copies of the Resolution and forms of the Indenture are on file in the principal office of the Issuer at 3600 South 700 West in South Salt Lake City, Utah, where they may be examined during regular business hours of the Issuer for a period of at least thirty (30) days from and after the last date of publication of this notice.
	NOTICE IS HEREBY GIVEN that a period of thirty (30) days from and after the last date of the publication of this notice is provided by law during which any person in interest shall have the right to contest the legality of the Resolution, the Indenture (but only as the same relates to the Bonds), or the Bonds, or any provision made for the security and payment of the Bonds, and that after such time, no one shall have any cause of action to contest the regularity, formality or legality thereof for any cause whatsoever.

	RECEIPT OF BIDS:  Sealed bids will be received at the Recorders Office at the Box Elder County Court House, 1 South Main Street, Brigham City, Utah until 8:30 am on September 7, 2010, for the BLUE CREEK WATERSHED IMPROVEMENTS - PKG C and will be opened in the County Commissioner Meeting at 9:05 a.m.. 	DESCRIPTION OF WORK:  The project consists of the removal of sediment for sediment basins, the repair of multiple diversions in Box Elder County within the Blue Creek Watershed. The work includes seeding the diversions after the work is completed. The diversions and the sediment basins require work with earth moving equipment, and compaction by passing over layers of placed soil. One site will require a piped outlet from the diversion to a watercourse. A reinforced concrete structure at the head of the pipe, as well as grates for screening the pipe will be required.
	LOCATION OF THE WORK: The work is located north of the town of Howell, Box Elder County, In the general location of exit 24 on Interstate Highway I-84, also described as located in various sections identified in T13N R5W and T14N R5W.The work is located in several areas  spread over several square miles. A detailed map will be provided with the contract documents.
	COMPLETION OF THE WORK:  All work covered by the contract documents shall be completed on or before 90 days following the Notice to Proceed.
	PRE-BID SITE MEETING: A MANDATORY pre-bid site meeting will be held on Thursday, September 2, 2010 at 10:00 a.m. Meet on the road east of exit 24 on Interstate Highway I-84.
	OPENING OF BIDS:  The bids will be publicly opened at 9:05 am on September 7, 2010 at the above mentioned Box Elder County Offices, 1 South Main Street, Brigham City, Utah. All bids to be Marked "BLUE CREEK WATERSHED IMPROVEMENTS - PKG C BID" on the front of the envelope.
	OBTAINING CONTRACT DOCUMENTS: Contract Documents, including a CD with Drawings and Technical Specifications, may be obtained at the office of the Engineer: Jones and Associates, 1716 East 5600 South, South Ogden, Utah; or at the Box Elder County Road Sheds, 5730 W. 8800 North, Elwood, Utah; or at the Box Elder County Court House Commission Office, 1 South Main Street, Brigham City, Utah; upon application and payment of a $30.00 non-refundable fee to Jones & Associates.
	BID SECURITY:  Each bid shall be accompanied by a certified check, cashier's check or bid bond in the amount of five percent (5%) of the total bid price payable to BOX ELDER COUNTY as a guarantee that the bidder, if his bid is accepted, will promptly execute the Contract, secure payment of worker's compensation insurance and furnish a satisfactory, faithful performance bond in the amount of one hundred percent (100%) of the contract price and a payment bond in the amount of one hundred (100%) of the contract price.
	WAITING PERIOD BEFORE AWARD:  A waiting period of 30 calendar days from the date of opening of bids to the award of contract may be required.  Bidder's shall assume full responsibility for and shall guarantee the bid price during this period and make certain the time period is stated in and does not restrict the proposal guarantee.
	PROJECT ADMINISTRATION:  All questions relative to this project prior to the opening of bids shall be directed to the Project Engineer.  It shall be understood, however, that no specification interpretations will be made by telephone, nor will any "or equal" products be considered for approval prior to award of contract.
	OWNER'S RIGHTS RESERVED:  The Owner reserves the right to reject any or all bids, to waive any informality in a bid, and to make awards in the interest of the Owner.

Lifeline provides qualified customers with a monthly reduction on their telephone bill or additional days of service for pay in advance customers.
	Link-up assists in paying for the installation of basic telephone service by reducing connection charges by 50% or $30, whichever is less.
	Beehive Telephone customers who participate in at least one of the following programs are eligible for telephone assistance: Medicaid, Food Stamps, Supplemental Security Income (SSI), Federal Housing Assistance, Nevada Energy Assistance Program (EAP), Temporary Assistance to Needy Families Program (TANF), National School Lunch Program (NSL).

JOINT LAND ATTACK CRUISE MISSILE DEFENSE ELEVATED NETTED SENSOR SYSTEM (JLENS)
U.S. ARMY DUGWAY PROVING GROUND, DUGWAY, UTAH
	Pursuant to the National Environmental Policy Act (NEPA) of 1969 and the Council on Environmental Quality regulations (40 Code of Federal Regulations (CFR) 1500-1508) implementing the procedural provisions of NEPA, the U.S. Army gives notice that a Supplemental Environmental Assessment (EA) has been prepared for over water test operations of the Joint Land Attack Cruise Missile Defense Elevated Netted Sensor System (JLENS) at U.S. Army Dugway Proving Ground (DPG), Utah and the U.S. Air Force Utah Test and Training Range (UTTR). In accordance with the U.S. Army regulations implementing NEPA, specifically 32 CFR 651.5(g), the Army reviewed the Final EA dated September 2007 and the Supplemental EA dated September 2009 to address new requirements and changes to the JLENS test operations. The 2007 Final EA and 2009 Supplemental EA are hereby incorporated by reference. Based on the findings of the Supplemental EA completed in 2010, it has been determined that an environmental impact statement is not required.

PROPOSED ACTION AND ALTERNATIVES
	The proposed Action is a continuation of the test and evaluation of the JLENS program. JLENS has a requirement to perform radar testing over water. Radars react differently over water than over land so testing is necessary for the success of the JLENS program. The Proposed Action is to fly the same aircraft (SMART-1 and Learjets) that are proposed and evaluated under the previous EA and EA Supplement but a different flight profile will be used which will extend their flight path over the Great Salt Lake and into commercial airspace.
	The Learjets with the tow target will originate from Michael Army Airfield and the SMART-1 aircraft will originate either from Wendover Airport or the Ogden-Hinckley Airport. There is not a set route from the point of take-off to the proposed over water flight path. The route to the flight path will vary depending on other missions being performed in the UTTR and other commercial aircraft operating in the commercial airspace. The Learjets will reel the tow target out over the UTTR and then fly up to the starting point of the over water flight path. Depending on where they are on the UTTR when the tow is completely reeled out, the flight path could vary for each mission.
	The Air Force Clover Control provides Air Traffic Control within the UTTR and they work with the Federal Aviation Administration (FAA) to control the airspace. Clover Control will control aircraft for the entire mission in coordination with the FAA.
	There are currently only three tow target missions and three Smart-1 missions scheduled; however, there would be as many as ten missions for each aircraft. A mission is defined as one take off and one landing with multiple passes in the flight profile. Altitudes to and from the flight profile will be normal posted altitudes. The Learjet will fly the flight path two miles ahead and 400 feet above the towed target. The towed target will be flown below 1,000 feet. The missions are proposed for the same timeframe as the other test flights (2010-2013) and will support the Developmental Test Phase of the JLENS program. Missions could be every other day and each mission could last up to two hours. There will be no nighttime operations.
	
FINDINGS
	The U.S. Army determined that certain environmental resources and issues will remain essentially unchanged or will not be affected by the Proposed Action, including geological resources, water resources, environmental justice communities, socioeconomics, transportation, fire management, energy management, hazardous materials, solid and hazardous waste, and range management. The anticipated environmental consequences from implementing the Proposed Action are summarized as follows:
	Air Quality: While adding 6 to 20 additional missions will increase air emissions this will result in a negligible impact to the projected area. The military currently flies more than 22,000 training and 1,000 test sorties annually and the Salt Lake City Airport serves 12 airlines with more than 400 daily flights. A conformity determination will not be required.
	Biological Resources: The proposed flight path is not directly over any conservation areas. Given that the total number of flights will be 6 to 20, and that the aircraft flight path will vary a half-mile on either side of the centerline and not directly fly over the same point on each mission the impacts to migratory birds, including pelicans, or other wildlife are not considered significant. According to personal communications with the state and private agencies familiar with bird activity on the Great Salt Lake, if test flights are held between November 1st and February 1st, bird problems can be avoided.
	Cultural Resources: No direct effects to cultural resources are expected. Indirect effects (noise/visual) are not expected to be significant. Because the Spiral Jetty and the Golden Spike National Historic Site are located approximately 18 to 20 miles east of the proposed JLENS flight path, airplane activity will most likely not be audible and well below the Army and FAA\'s 65 decibel level cited as acceptable for residences and other noise-sensitive uses. The scenic value of the Spiral Jetty and the Golden Spike National Historic Site will not be compromised by aircraft flying in the JLENS flight path. This is because the closest distance to the proposed JLENS flight path is approximately 18 to 20 miles away. At this distance, even the largest military aircraft could not be identified without the aid of powerful binoculars.
	Airspace Management: The Proposed Action is not expected to have a significant effect on airspace use. Commercial and military aircraft currently fly over the Great Salt Lake at altitudes of 1,000 feet above ground level and higher. Small aircraft currently fly over the Great Salt Lake at altitudes of less than 1,000 feet above ground level. Learjets and the Smart-1 aircraft are compatible with aircraft that currently use the proposed airports and fly in the vicinity of the proposed flight path. Management of airspace under the Proposed Action will occur under the same constraints as current airspace management.
	Visual Resources/Land Use: The area of proposed flight path is considered to be a low sensitivity area because of the sparse population and proximity to existing structures. Aircraft flights in this area are common given the location to the Salt Lake Airport and other small regional airports. The majority of the flight path is over water; only at the beginning and end points of the flight path will the aircraft be visible. No significant impacts are anticipated to visual resources. The flight path does not fly directly over any of the visual or land use resources. Since the total number of flights are limited (6 to 20) and the flight path does not fly directly over any public recreational areas the impacts are not considered significant.
	Noise: While adding 6 to 20 additional missions will increase noise levels this will result in a negligible impact on the project area.
	Safety: Air collisions of the SMART-1 or Lear-type jet aircraft with other aircraft will be an extremely low probability event because the aircraft will be separated by distance or altitude according to Air Force and FAA safety regulations. The proposed flight path was developed to avoid populated areas.
	Cumulative Impacts: Effects of the Proposed Action will not significantly contribute to or cause cumulative impacts on environmental resources in the area of DPG and UTTR.
	
CONCLUSION
	Based on the findings of the 2010 Supplemental EA, I conclude that the environmental effects of the Proposed Action to continue test and evaluation of the JLENS program are not significant and the preparation of an environmental impact statement is not warranted.
